Phan Xuan Dung is a Research Officer in the Vietnam Studies Programme of the ISEAS – Yusof Ishak Institute. Hoai Vu is a Research Assistant at the Institute for Foreign Policy and Strategic Studies under the Diplomatic Academy of Vietnam.
