IPAC Report: The Impact of Sulu’s Exclusion from BARMM

This report published by NYSEAN Partner Institute for Policy Analysis of Conflict (IPAC) examines the impact of the September 2024 ruling on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) elections, Sulu politics, and relations between the islands and the mainland provinces of BARMM in general. IPAC argues that the Supreme Court's exclusion of Sulu from BARMM benefits the Moro Islamic Liberation Front (MILF) in the short term but undermines long-term stability by marginalizing the Tausug ethnic group, exacerbating clan rivalries, and increasing the risk of future violence and political upheaval in the region.
