IPAC Report - Managing Conflict in Papua: Suggestions for a New President

The latest report published by NYSEAN Partner Institute for Policy Analysis of Conflict (IPAC) analyzes the failures of various Papua initiatives attempted by post-Suharto presidents. The report argues why the multifaceted solutions introduced--which include a combination of economic development, limited autonomy, co-optation, military repression or, in very rare cases, dialogue--are doomed from the start.
