'Solving flooding' has become one of the popular political taglines in the local elections in coastal cities in Indonesia. However, rarely do people address the underlying drivers of flooding and other urban problems as the ramifications of the complex market dynamics of the country's neo-liberal economic policies in the past decades. Yet, the Quito Paper's call for an "open city" could be seen as an opportunity to readdress the fundamental theme of the 'right to the city' and to take a new turn for urban praxis by offering a more innovative right-based approach which feasibly more just, appropriate; socially and ecologically.
