Perpetrators of genocide have long used identity documents to discriminate, dehumanize, and carry out mass violence against protected groups. This was the case during the Holocaust and the Rwandan genocide, and it is the case of the ongoing genocide of the Rohingya in Myanmar.
A new 63-page report, "Genocide by Attrition: The Role of Identity Documents in the Holocaust and the Genocides of Rwanda and Myanmar", will reveal how the Myanmar junta is using identity documents to facilitate genocide, mirroring tactics used in the Holocaust and Rwandan genocide.
